Description
The Chief Information Officer provides functional and strategic leadership, management and operational supervision of information and telecommunication technology. This organization has migrated from an on-premises data center to the Azure cloud infrastructure, characterized by standardization, uniformity, and best-in-class hardware and software, aimed at driving improvements in performance and reliability for our business units. The CIO oversees and manages the complex information technology functions and activities of the organization's diverse business lines - from personal medical records to retail sales data. The CIO is a change agent for the organization and critical to building its mission impact, while ensuring improved processes and actively controlling expenses. Information Technology touches every aspect of the Retail, Mission Services, TempWork and Administrative divisions, and the CIO must understand the workflows, goals and objectives of the organization to appropriately apply technology to improve and transform processes. We need a leader with a vision for a customer-centric department that prioritizes continuous improvement and on-time delivery of value-adding products and services. The CIO also leads the operational and strategic aspects of Cybersecurity. The use and adoption of AI at this organization is the responsibility of the CIO who drives the implementation and development of Guidelines, policies and procedures related to the use of AI, ensuring it meets the business needs and adheres to security guidelines and processes. This role has latitude for independent decision-making within the I.T. portfolio with a budget of approximately $1.5MM. This budget is subject to change depending on the organization's priorities and fiscal performance. The CIO will manage a team of 7-10 internal staff, and approximately the same number of vendors, depending on the infrastructure approach recommended and approved by Executive leadership.
Leadership and Management
  • Build and lead a culture of agility and adaptability among internal I.T. staff and vendors, to effectively support innovations in tools and processes within business units.
  • Create an IT strategy that aligns with the organizations' strategic direction, which also controls cost, provides scalability and capitalizes on evolving technologies.
  • Ensure integration of business processes, technology solutions, data and customer experience to drive capability, innovation, and revenue.
  • Identify IT opportunities, costs, risks, and resulting business value for all IT investments.
  • Establish and maintain a data-oriented I.T. department culture that gives easy, useable access to data. Assess department performance, infrastructure performance and recommendations for continuous improvement of I.T. workflows that are used for decision making.
  • Manage the implementation, maintenance and modification of dashboards (both new and existing) with the leverage of Business Intelligence software.
  • Direct, oversee, and manage the purchasing, design, implementation, and maintenance of information systems to ensure the achievement of tactical and strategic business requirements and objectives. Ensure best in class products that are easy to integrate and have high customer service responsiveness.
  • Select, negotiate with, and manage vendors to build effective, results-oriented partnerships between the vendors and the organization. Establish and implement a process for regularly assessing vendor performance and for holding vendors accountable.
  • Work closely with the CFO to identify critical priorities and maintain tight control over spending while meeting the organization's business needs.
  • Lead the development of IT budget, including capital expenses pertaining to technology projects. Develop forecasts for funds needed for staffing, equipment, materials, and supplies. Monitor and approve expenditures.
  • Develop and administer IT security strategy, and policies and procedures for network availability, security, and related issues. Ensure overall compliance with mandated standards including HIPAA, PCI, HITECH, and others.
  • Manage all IT staff, contractors, and vendors.
  • Assume full management responsibility for IT functions and services.
  • Plan and supervise the development and delivery of IT-related training programs for management and technical staff.
  • Prepare cost-benefit analyses for changes in I.T. workflow and systems, find solutions to friction within the organization and enable technology solutions to help reduce costs and improve mission or revenue.
Organizational Support
  • Understand and internalize the thrift stores and mission strategic and tactical priorities of the organization and develop I.T. workflows and processes that support the achievement of those priorities.
  • Develop and maintain an I.T. team and vendor structure that can consistently respond timely and effectively to our internal customers.
  • Using Managed Vendor relationships, oversee on-time and on-budget delivery of critical software development projects including, modifications to company websites and key applications used by the business units.
  • Be clear and transparent in all ways, including build and publish a Service Level Agreement for internal customers and implement a process to ensure that the I.T. team (staff and vendors) is held accountable for meeting those SLAs.
  • Select and implement suitable technology to streamline all internal operations and help optimize their strategic benefits, knowing the landscape and keeping up to date on new products.
  • Design, customize and standardize technological systems and platforms to improve internal customer experience.
  • Assess I.T. infrastructure and recommend changes aimed at effectively reducing denial-of-service issues.
  • Maintain Availability at 99.999% and improve interoperability metrics to industry standards.
  • Establish Asset Management protocol and controls for I.T. equipment. Fix gaps in equipment issuance and retrieval.
The following qualifications are required:
  • Master's degree in Computer Information Systems or related field and 10 years' experience in Information Technology, with a minimum of 4 years' experience at the Expert Management level, or
  • Bachelor's degree in Computer Information Systems or related field and 15 years' experience in Information Technology with a minimum of 7 years' experience at the Highest Management level
  • Demonstrated experience in a Lead IT management role with responsibility for overseeing staff, budgets, vendors, and processes. Leadership experience must include operations, services, and activities of a comprehensive information technology program
  • Comprehensive knowledge of infrastructure, applications, security, and best practices for I.T.
  • PMP and ITIL certifications strongly preferred

Job Type & Location
This is a Permanent position based out of Brooklyn, NY.
Pay and Benefits
The pay range for this position is $200000.00 - $225000.00/yr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
